Quality manager retiring, no succession planning for those responsibilities

We are a single division in an expanding family of organizations that make similar deliverables.

Our family of organizations has recently been restructured such that the command chains for processes (supply chain, QA, manufacturing, et al) no longer end locally but go all the way to the top globally. The second in command globally has expressed concerns about the following state of affairs.

Our sister division on the other side of the country long ago distributed their QA responsibilities between three functions - service, product, and QMS oversight - the latter conducting internal audits, monitoring corrective actions and filling the role of what has always been referred to as "management representative".

The person filling that role of management representative for many years is retiring in the near future (two to five months), and the sister division has no plans for anyone to fill that role. They have a surveillance audit in five months.

The organization has had a long term relationship that I would describe as "comfortable" with their external auditor, who has also just retired, and a successor will conduct this years surveillance audit.

Our global second in command has proposed that I step in and see our sister division through this transition, in addition to my full time duties at my home division.

I am asking for internal audit reports and supporting data now. My gut feeling is that there will be no decisions on the record regarding providing resources to fill the impending gap. There will also not be anything on the record regarding an overt decision to NOT fill that role.

If the evidence or lack thereof supports my fears , I feel this would constitute a 9001:2015 nonconformance. The only question is what element to reference. I have my opinions, and I would think that in this case responsibility rolls uphill.

But perhaps most specific would be 6.3 Planning of Changes. From TS9002:2016:
The need for changes can result from, for example, ... persons in key roles leaving (either due to retirement or medical issues),...

Well, said employee just put in two weeks notice.

Having first informed them I was conducting a simulated external audit, in addition to two others I wrote a nonconformance regarding

"The process for Planning of Changes is only partially effective. There is no objective evidence available to demonstrate top management planning for resources to provide an appropriate replacement for a long term employee who managed the organization’s QMS" then quoted 6.3 at them.

Of course, they will argue that hauling my ass across the multiple time zones and making me responsible for his work going forward is planning, but we can talk that one through. I copied my boss and his boss on it, curious to see the responses.

Because to management it is cheaper to make Normzone take over that role. It's only quality. Who cares if he likes it or not? Whoever had this idea may get a raise and/or bonus.

Ok, but that's a plan too. Just because he doesn't like it doesn't make it a non-conformance.
