Measurement Method for PLI (Pounds per Linear Inch)

Hopefully I have selected the correct forum for this question.

We have been selected to build a manufacturing cell for a major customer. One of their requirements is that we control the PLI (basically surface tension) of a plastic film which is critical to the function of the cell.

I can visualize a few different ways of measuring this, however I don't want to recreate the wheel - I know that there are other manufacturers out there who measure and control this characteristic, and would appreciate being pointed in the right direction for a manufacturer of an appropriate gauge system.
