Deciding factors for corporate scheme vs independent manufacturing locations

It seems that before my arrival a new company, there was no clearly defined corporate scheme as its related to IATF 16949. Its seems that each location loosely calls out each location as a single-site with a common reference to RSLs and not truly a Multi site Scheme certification. Whomever set this up was not too familiar with what they were doing but at the end of the day, they failed to leverage the four locations and quote a multi-site corporate audit scheme certification and now each of the 4 sites is paying an exorbitant amount. After reviewing the invoices, I am convinced that they are being taken advantage of financially and being shortchanged on the side of an effective audit result.
Has anyone ever dealt with this and any suggestions on proceeding?

Before you jump to conclusions, ask the people who were there when the decision was made. Sometimes the risk of a problem site taking down the whole certificate (in a multi site arrangement) is reason enough to go the separate certificate route. Further, if my memory serves me, the reduction in audit-days (and associated costs) for an IATF corporate scheme is not that significant, compared to the vanilla 9001 IAF MD1 route.

Good points. Unfortunately, since this facility was slated to close, most of the team has moved on so I am unable to ask any questions.
