Interaction Declaration with the Parent Company (at Germany), they are responsibles for all inversions in Mexico company?.

Hello, How can I declared the interaction with the Parent Company (at Germany), they are responsibles for all inversions in Mexico company?.
Is declaration must be definded into the the process map? and into the Quality Manual also, I mean, the responsabilities must be defined, correct?

According ISO9001, 4.4.1, we need to define all processess needed and the interactions, so, the headquarters is in Germany,, we/our facility is in Mexico (same name), The headquarter take the decisions for investments in Mexico, my concern is How do I need to declared this interaction into the Quality Manual,...., Must be it into the Process Map and also Do I need to define the responsabilities from Germany´s finance department with us? Which is your recommendation for it?...
