Should the number of subsidiary employees be included in the total number of head quarter?

To check audit man-days, we should calculate the total number of employees.
The problem is that we recently established the subsidiary in US. We would like to know whether the number of subsidiary should be included in the number.
Is there anyone who could answer this one?

Only if the US operation is also included in the scope of certification.
