I need an exam to give my layout Inspector. What questions should be on this exam other than blueprint reading and GD&T Interpretation?

To shake up your paradigm, why do you feel a written exam is required or appropriate? If it is truly necessary, why not use a demonstration of practical application of the necessary knowledge/skills?

This is an excellent approach. Many times application can paint a much more clear picture. Many can pass a written test and still struggle in application.

Though typically this would work, I have inherited a "we done this, this way for 40 years, that is not necessary" mentality. Being the only other person that could do the job - how do you prove to the others that the methods employed are not adequate. I have a strong inclination that this individual will not pass a written exam. Further I need documented proof of the inadequacy.

Similar to any NDT method, you could always use a sample or test piece. Essentially perform a variation of the inspection they will perform daily. (Ex. we utilize a scrap machined nozzle and the potential inspector has to identify the discontinuity and/or dimensional errors)

as for "we done this, this way for 40 years, that is not necessary" mentality. - Explain to the stakeholder the benefits of a potential change (if you see a benefit of this suggestion)
