Conversations - What are they in Xenforo Software?

Back in vBulletin, these were called "Personal Messages". I have made some "Phrase" changes to make it more clear in Xenforo . Xenforo calls Private Messages between people as "Conversations". How to start a Private Conversation? Hover over or clink on any registered visitor's "Avatar" and you will see something like this:

Does that require active user selection, or is it the default in some situations (which)?
When you send someone a PM (AKA start a private conversation), can you tell whether that's on or off, i.e. whether they will receive it (as in have it delivered, not necessarily read)?

When a person registers there are certain default settings:



If a person sets their preferences to "Nobody", for example (does not want others to be able to "Start a Conversation" {a Personal Message} with them) the option to do so ("Start Private Conversation") will not appear when someone clicks on their avatar.

Note that there is no option which will allow Unregistered Visitors to "Start a Private Conversation".

If you DO start a "Personal Conversation" with someone, it does not (obviously) guarantee that the person will read it.

In the old vBulletin software you could tell if someone had read a PM you sent. - It was in the User Control Panel. It had a "Read Receipt" list. I may be missing something in Xenforo software, but I haven't noticed a Read Receipt equivalent.

EDIT ADD: If I remember correctly, the old vBulletin software also had an option where a person could read a PM but mark it as "Unread" so the sender would not get a Read Receipt even though the recipient had, in fact, actually received and read it.
