ASME B89.7.3.1 Decision Rules

I was wondering if anyone has implemented decision rules as mentioned in ASME B89.7.3.1. If I red this correctly, some things such as IDs can be acceptable if using this if it’s OOT technically but there being a relaxed zone in one of the figures. Does anyone have a better understanding of this?
