Difficulty in determining who should be addressing NCRs

I had been in the Quality Dept for close to 30 years. The problem why we have this mindset in getting others to be responsible lies also in the way all the standards are written. First, why have a compulsory manual title as Quality Manual, naturally it will go to that QA Dept to be responsible. Why have something like Quality Objectives And Targets ? Quality Policy ? etc. Rename all these. Cant we have Operations Manual, Performance Objectives... etc something that do not mentioned the word quality.

The QM is basically an overview and a sales tool. Vision and mission statement, key performance indicators and maybe moto for the QP. things have changed. i know a lot of big companies are contracting their Quality Managers for 3 years and change them often!!!!
