What I find amusing is that when you print typical T&Cs and print the US Constitution with the same font size, the T&Cs are always longer. Always reminds me of the PT Barnum quote (I think Barnum) "If you can't write your idea on the back of my calling card, then you don't have a clear idea."

Many folks think attorneys dream up these goofy clauses. Nope! These examples are just the short-sighted reaction (mission creep) that some mid-level functionary has added to the P.O. or RFP without consulting a qualified attorney specializing in contract law.

What about allowing a regulatory body (FAA or Transport Canada) access to the suppliers facility? I thought it was a requirement but I am not sure it is added to PO's. My reference Canadian Aviation Regulation 561.13 Control of Suppliers.

Yes, and if we ship product and it arrives five days early, they can return it. And if the return and re-ship loop took ten days, making it five days late, then they could cancel it.

And the Y2K and leap year reference just shows that nobody ever goes back and prunes the old clauses when they're no longer applicable either. Just like old software code, somebody just adds to it.
