Version 1908 - came with MS Office 365 ProPlus - I have found no solution
There is no 1908. Referring to Windows 10, there is 1809 (October 2018) and 1909 (most recent released version, November 2019). You have found no solution because there isn't one, given the way you've got things arranged. Excel is doing what you're asking it to do, not what you want it to do.

That link tells how to save multiple sheets as separate PDF files. He's trying to print (to PDF) two sheets while maintaining contiguous pagination.

Ah ha!
You will have to export the sheets individually and then combine into one PDF. I assume you have Acrobat.
I got it! I got something called Kofax PDF Create Assistant (luckily found out that we had a copy purchased for someone not using it) and you can combine separate PDF files into one PDF without impacting the pagination. It adds an extra step in releasing documents but it works. Thanks to all who provided helpful input and didn't yell at me.
