As for the exclusion: If it was ISO9001:2000 I would say yes in my opinion. I believe AS9100, since it is written on the basis of ISO9001:2000 it would allow this exclusion, but there might be someone else that has better direction on the exclusions of AS.

I suggest you read through Implementing a Quality Management System. Since you are supplying product, you have existing systems. That said, your wanting a Gap Analysis 'check list' would be appropriate. You want to determine what you have and determine what you need. Then you have to integrate the requisite systems.

The response from sasiengeer stated that there were no procedures in place, which would now require that they be established, or did I read it wrong? Implementation would be after the policies and procedures have been written.;)

Coury, you're right but the question, I think, is to what extent are written procedures required. If they are currently supplying 'product', there are existing procedures and systems. sasiengineer says there are no procedures. He probably means no written procedures. But I ask myself, and sasiengineer, are there any written procedures? Or are you just saying no procedures required by AS9100 exist? How do employees perform their jobs now? How do they deal with things like customer complaints? How are contracts bid on? How are job (and contract) requirements determined? How are they communicated to to the appropriate employees?

And remember, a company which essentially only does design is a very different animal than a production environment.

If I went there as a 'consultant', the first thing I would do is what most of us refer to as a Gap Analysis. We all also know a Gap Analysis is nothing more than determining what exists and comparing it to what 'has' to exist as proscribed by not only AS9100 (in this case, or ISO 9001 or whatever), there are also a number of other standards which apply, especially in structural design be it aerospace or commercial building or similar.

Folks, this is a tough one that is frustrating a lot of people. I understand that. I also remember when I came into 'quality' - Well, into business at all. My background was biology and chemistry. I was totally lost in the business world. sasiengineer has, it appears, a lot of learning to do. While we can help sasiengineer, sasiengineer has to take it upon him/her self to step back a bit and do some studying on the basics. It does take time.

You are right there Marc and I would agree. Are there documented procedures in place or have not been established is the question.

Dear Elsmar Quality Experts,

I am very much glad to see your support and motivation. I will go through all the reference you gave to me and I will get back to you all for more clarification.

Right now we formed steering committee and we are in the process of developing procedures, work instructions and relevant forms and we are just now start to supply our customers.

I agree with you all lot of time and effort needs to understand complete QMS cycle.
I believe Elsmar Quality expert’s knowledge and Experience will guide many quality engineers get grow up in the future.

From a cursory review it seems that you are right on track. But here are some of my recommendations and if they work for you, use them:

"1.1 SCOPE OF CERTIFICATION AND PERMISSIBLE EXCLUSIONS

 Engineering Design and Development Services applicable to Aerospace Industry.

 Permissible exclusions will be clause related to manufacturing of the EN AS 9100 Standard."


You may want to be specific on which paragraphs you are excluding.

"7.5.4 Customer Property"

You may want to address Intellectual Property as well

From some of the other posts I have seen in structuring the manual is that it follows the Standard's Paragraphs which some auditors don’t like but it doesn’t really matter what they may feel. The structuring of the numbering is your company’s choice.

This was just a cursory (quick review).

We are not into manufacturing so I believe that I can exclude Clause 7.5.1.3 and 7.6.
Since 7.5.1.3 addressing control of production equipment and Clause 7.6 addresses the Control of monitoring and measuring devices

Please give your thoughts.
