in the LinkedIn poll, out of 174 votes, 65% of respondents voted no. I suspect that most of the people who voted yes for a certifiable ISO 9004 are consultants who see this as a business opportunity.

You may well (sadly) be correct. I am a management systems/quality tools consultant but I am quite against having ISO 9004 as a certifiable standard.
(maybe I'm a bit of a unicorn in that regard).

You might wonder why "none of the above should be viewed as a definitive argument for not progressing, particularly when balanced against the benefits a requirements-based ISO 9004 would bring" makes any sense, given the resluts of two votes to the contrary...

Towards the end of 2020 SC2 received an interesting proposal to consider the development of a new requirements standard on “the quality of an organization”. The proposal was based on the premise that while ISO 9001 addresses the quality of products and services, modern business life is also concerned with how organizations perform on meeting sustainability, diversity and other criteria. It proposed that ISO 9004:2018 Quality management — Quality of an organization — Guidance to achieve sustained success could be converted into a standard specifying requirements to fulfil this purpose. An Ad Hoc Group 4 (AHG4) was established to examine if this would be feasible, how it might impact on the use of ISO 9001, and on how issues relating to certification and accreditation may need to be addressed. AHG4 presented its report towards the end of August (document SC2/N1516) which indicated that there was insufficient consensus to take the proposal forward at this time. Perhaps once the COVID pandemic has passed, and the economic situation has improved, it may be possible to reconsider this proposal.

To me, it is quite obvious this is addressed in ISO 26000, which is NOT a management system standard nor a certifiable scheme. To me, this just shows that an all-encompassing Business Management System Standard, addressing ALL aspects and facets of a business is just an utopic goal that ISO fails to put to rest.

ISO 9004 - The formal 5 Year Systematic Review has now started.
ISO requires that all published standards or new editions of standards are reviewed on a regular basis for continuing adequacy. The maximum period permitted before such a review has to take place is 5 years, and ISO 9004: 2018 has now reached that limit. The review will close on 2nd September 2023 and member national standards bodies are requested to ensure that they respond to the review enquiry by the due date.
