What if Contingency Plan does not achieve the Recovery Goal?

So, if the procedure says top management can disregard the provision of resources, even when the standard states they are responsible for it, you would be ok with that?

You already have a quality problem, otherwise you wouldn’t have a recovery action in course. And you want to promote the idea that a procedure can create a loophole for escaping accountability? I don’t agree with that.
I did not mean at all that top leadership can create a loophole. I would hope there would be a reaction plan in the procedure if the plan wasn't met.

So, if the condition is:

contingency plan is not complying the customer target, due to the lack resource (budget, infrastructure, etc.), but after that we issue the reaction/corrective plan to improve the plan (e.g: providing the required resource etc.) and the plan is known by the top management.

If the situation is like that, will that be a problem?

Sure if the top management shall provide the required resources to comply the IATF and customer requirements.
But if the resources was known to be not meeting the target as planned in the early of the planning. I dont think the leadership of the top management will the finding.

But sure if there was a non-complying in the contingency plan, the reaction/corrective plan shall be necessary.

Please clarify how management would react to a finding that resources had not been provided though they were aware of the need.

Had they made a plan to include more resources in the next budget cycle - did you have a chance to see what was sa9d about it in Management Review?
