John, don't expect many answers because, very likely, few people have even purchased a copy of the ISO 45001:2018 Standard and read it.

Not sure what you are asking here. Multi-employer organizations, such as commercial high rise buildings and campuses, rental car centers (at airports, for example), shopping centers...etc.

All of these organizations might have to coordinate their OHSMS with tenants and other stakeholders.

Such a MS standard is a very short document : it only offers general ideas. ISO 45001 is just a general description of an OSH management system, but it is not a technical or practical detailed OSH handbook job (as this kind of example ILO Encyclopaedia - Contents).

What to deduce of 8.1.1 ISO 45001 in terms of application is to be invented by each of us relying much more to the requirements of our respective national regulation than to this standard. This is true in my country for example : its regulation contains specific and relevant requirements regarding the OSH prevention coordination when there is co-activity of several companies in a same place (typically in buildings construction or contractors).

In my opinion the essential idea for the interpretation of this last 8.1.1 point is "interference of the activities" of the companies in coactivity. This typically includes two aspects: the joint identification of the reciprocal risks of interference between activities of these companies ; the concertation about procedures in the event of emergencies likely to concern these companies together.

Thank you for your feedback, I greatly appreciate it. Yes, my opinion was/is similar to what I believe you are stating based on your example of "construction/contractors".

Other examples based on this would be shared warehouse space, etc...

From the standard one can glean that each ISO 45001 registered employer that shares a workplace, must take responsibility to be the "host" and work with other employers sharing that common workspace to ensure that their 45001 based OH&S management system is coordinated with others on the site. When multiple registered employers exist, each is required to ensure that coordination is made with all other on-site employers so that the intent of their respective management systems is carried out and the international standard, along with the identified legal requirements, are adhered to.

- ISO 45001 don't speak of "certified companies". There is no certification requirement in this standard.
- 8.1.1 focuses on operational planning and control. Coactivity of several companies in the same place is a special and "accessory" case.
- And in this case it is not a question of coordinating the totality of our OSH management (and even less to have a collective OSHMS !). It is only a question of coordinating the "relevant parts" of our OSH management regarding to this co-activity (mainly taking into account the risks of interferences of operations + preparation and response to common emergency situations, in my opinion).
- Nevertheless, each company is responsible for its own activity and its OSH management.

I have my opinions, but would like input/council from the group regarding 8.1.1 "...multi-employer workplaces, the organization shall..."

I curious how others interpret this and have addressed this.

Multi-employer workplace can be many...one example can be a project site where workers from multiple agencies participate.

Any certification to a management system standard is voluntary in most cases except few regulatory requirements. Also, like any other certifiable standard the ISO 45001 also indicates "Requirements". Under introduction 0.5 contents of this document clearly indicates "seeking certification/registration of its OH&S management system by an external organization".

Sam, I don't think John looks for our opinion on what "multi-employer workplaces" are, but rather on what "the organization shall" to do in this case through his OSHMS.

I think you make a error reading 0.5 : ISO 45001 absolutely "don't* require" any certification ! This part just indicates that certification is one of the possible ways if an organization wishes to demonstrate conformity to this standard (see 3rd paragraph of 0.5). An organization can also just make a self-determination and self-declaration of conformity...
* Moreover there is no (voluntary) normative requirement throughout the "Introduction" of this standard or any such MS standard.

In fact a company can even be satisfied by progress made with its MS based on a normative model (this is the real goal), without "wishing to demonstrate its compliance with the standard" !!!!! OSHMS is prevention, certification is just communication... So ISO 45001 (14001, 9001...) has prevention requirements, but no certification requirement.

:) Thats what I said, certification to any management system is an voluntary initiative of the organization, unless specific requirement indicated by any regulatory authorities.
