Yes your are right, RichmondVacom was talking of one of the two british OSHMS standards, but I expanded our vision including these and all other standards : "any national OSHMS standard or the international one can be adopted by any organization wishing to implement a formal procedure to reduce the risks associated with health and safety in the working environment for employees...". Because standards are voluntary, contrarly to legal norms in each country, and because this kind of choice is the sovereign one of the compagny top management, not the choice of an external stakeholder.
We have no choose regarding legal requirements ! But we have choose regarding OSHMS volontary standards : I can choose international or foreign one, particularly if my national normalization body don't create our own national standard as in France (but for example it's not the case for the USA which have create their own US standard / international ILO-OSH model).

PS : I made a mistake in my 23rd February 2012 AM message... last sentence becomes : "I think it's the kind of way of ISO 26000 combining these 3 domains QSE of our compagny management (and then quoting the 3 international models, ISO 9001, ILO-OSH and ISO 14001)".
