During the audit: was the organization being audited asked how they employed emphasis, or was this an abstract review of documentation without context?
The 3 of us (I was the lead and the other 2 were on MS Teams) had a discussion on what "emphasize" means just like above. The folks are doing a pretty good job showing all kinds of involvement and inclusion with their Safety Teams, taking non-management input into decision making, involvement in incident investigations (1 YTD, 2 in 2022 all with no LTI)... (one of my partners got a tad wrapped around the axle because they don't have a "Commitee" and I had to illustrate that it doesn't if they called it the Spring Fashion Group as long as requirements were met....and they are)

This keeps coming up with 45K, at what point does "emphasize" actual physical "do"? The language is incredibly ambiguous. Good discussion topic.

Let us not overcomplicate this.

Definition of emphasis is special importance, value, or prominence given to something. (Oxford dictionary online.)

The standard is asking us to place special importance, value, or prominence to employee input when considering the risks and opportunities in the processes. This is opposed to other organizational groups that might not fully understand the risk or opportunity. We have lots of examples to refer to - I won't list them here though I can think of a couple.
