I am in railway transport....but that doesn't matter, I think.
So, basically, u are saying that measuring and monitoring progress toward achievement of OHS objectives and effectiveness of operational controls, training , workers participation , internal audit etc. - is not an indicator of effectiveness of OHS mgm. system?? Because for measuring and monitoring these the equipment u suggested is not used (not always, anyway).
I asked because I might be able to think of some examples based on your industry. In think in your case some stressors that can be monitored include:
  • Acoustic (noise levels)
  • Vibration (for the crew)
  • (broken link removed) (many rail cars have not yet been updated for improved safety in transporting chemicals and compressed gases)
  • Monitoring for the purpose of avoiding derailments (such as bearing condition)
  • Gas and oxygen monitoring for inside tunnels
This is what I could think of. Please note that the monitoring would be for health & safety if it was for employees. If we are referring to noise, vibration and air emissions to surrounding areas we would think of that as environmental.

When the various processes in a management system are monitored, you and monitoring the system because they are part of the system.

I hope this helps.
