'Basically an ISO 9001 audit ' requires further explanation, because Q2 definitely has more requirements to it.

We are currently an NDT company in the US focusing on the Oil Field industry and I am struggling with the requirement for Design and Development regarding Q2. In ISO 9001, we were able to exclude it but that is not the case for API Q2.
As a service company that is governed by ASNT, ASTM, and API for our procedures (In conjunction with an ASNT LVL III Inspector), I can't seem to wrap my mind around how we design and develop our service as we are entirely dependent on the requirements of the governing bodies regarding NDE. Can any of you guys elaborate on how a service company with our culture goes about it?
A discussion on this difference would be loads of help to me as all the other requirements amongst the 180 'ish "shalls" are doable except this.

Just to move the conversation forward:
ISO 9001 allows for the exclusion of the design and development portion of the requirements within that standard if your reason is valid.
API Q2 allows exclusions as thus:
"When an organization performs activities addressed by this document, including the provision of service-related product, all requirements hall be performed and no claims to exclusion of those requirements shall be permitted. Where exclusions may be possible or where service related product is not provided, the basis for claiming exclusions shall be identified and such exclusions shall not affect the organizations ability, or responsibility , to meet customer and applicable regulatory requirements. Exclusions shall be limited to requirements when the following clauses:
5.7.3 Identification and Traceability
5.7.4 Service related Product Status
5.7.6 Preservation of Service-related Product
5.7.7 Validation of Service-Related Product
5.7.8 Preventative Maintenance, Inspection and Test Program
Where claims of conformity are made, exclusions shall be identified in conjunction with these claims.
As an NDT service provider for the Oil Field Industry, our product is the report and the service is the inspection. Our internal inspection procedures are at the very least in accordance with ASTM and API/ISO standards and that is only if we are not provided customer standards (IE: BP Inspection Procedure for Magnetic Particle Inspection). We only default to our own procedure for inspection in the absence of customer procedures.
That being said, I see no area to squeeze in a design and development program within this infrastructure. Would anyone have any comments as to how this should be done?

I also am in the same predicament with in regards to being an NDT Inspection company trying to justify the clause of "Design and Development".
