I think we may be confusing (or conflating) two very separate things: a trend which involves time series data and is properly analyzed using SPC analytics and a difference which is properly analyzed by probability, ANOM, t-tests, etc. without regard to the time series element of the data…I beleive that the OP is asking about the latter.

I agree that it isn't quite clear from the original post; I didn't want to make any assumptions about the circumstances the OP is asking about.
